In my opinion, it should be a post that is worthy to receive merit and yet no one give a single merit then I think that will give you a better chance of becoming one.
Not really, as theymos clearly said that it you don't have to submit posts without merit, but those that didn't receive enough merit, as seen in the quote below. So there is really no need to complicate this; just find 10 good posts written in the last few months that could have received more merit and that's about it.
2. Collect TEN posts written in the last couple of months by other people that have not received nearly enough merit for how good they are, and post quotes for them all in a new Meta thread. The point of this is to demonstrate your ability to give out merit usefully.

Pilipinas local board all we need is an active member who's worthy to became a merit source. Spending at least 4-8 hours here and contributed already for the local board.
Spending 4-8 hours daily on the forum in order to become merit source? Don't you think that it is an overkill, making this position like a part/full time job.
