Those who invest in scam projects operate on the basis of a very simple logic. If 50 projects are closed, then 51 projects will give you x100.
And the investor will not have enough time to check a large number of projects, so he is forced to take risks.
This problem is useless to solve, because the problem is not in projects but in investors who want to get rich quickly.
