Interessante caso di marketing inverso 
Infatti l'unica spiegazione "logica" e' che prima abbiano inventato le citycoin e scritto le faq.

Poi in seguito il sindaco, da bravo politico, ha pensato di cavalcare l'onda.
Per quello che l'idea mi piace a prescindere, perche' puo' in qualche modo "costringre" i politici a seguirla e cavalcarla.
