No, the presale isn't over. On monday 22 the presale (called fair sale) on launchpool is happening. Only when it's finished (first week of december) the presale on launch.mintlayer.org starts. The KYC is required both for withdrawals of MLT from the launch platform and the whitelisting for the presale.
