The cheapest DEX that I know is FTX. I know some hacks of how to use it without fees. For example, if you use BlockFolio-mobile application from the FTX exchange- you can withdraw stablecoins and ethereum for free.
1. Import the stables to the FTX exchange.
2. Withdraw USDC ERC20 (ETH) from FTX to the BlockFolio.
3. Now you can safely start distributing stables to wallets in the ERC 20 network with zero commission.
