Your suspicion is most likely correct, the content is copied from the Magictoken project - which itself seems to be a dead project with just nine holders as per their website.

As usual, the ones copying a whitepaper will usually target the dead/abandoned projects so as to not get too much attention to it and use the lack of information to run their scam.

I would suggest sending a PM to the accused account, if they respond we can proceed, if they dont I suggest opening a flag on the accused.
