as someone else pointed out, just offering half a dozen people employment isnt much of 'helping out, as many things like poultry farming can do that.
heck even opening a mdcondalds can employ 20 people unskilled.

what would help out is employment that comes with qualifications and transferable skills to give the people something they can use to better their life once they want to change jobs.
if it came with a engineering or economics or business qualification they can work towards while being employed great. .. if its just hiring unskilled at minimum wage under the pretense of charity, the no. thats not charity/good will.

true methods of helping local community is if that one mining business triggered other side businesses to suddenly be needed.

take a car dealership, employing 5 new but eager sales guys. but then a 6th guy says he can offer a wash and valeting service to keep the showroom cars clean. another guy comes along and says he can offer a car accessories business. and then another guy that comes along and wants to lease dealership cars so he can offer it out as a hire car service. then another guy offering to do repairs on the second hand cars handed in as part exchange. and so it expands the business park

now suddenly the business park has 5 lots open offering 5 different businesses and it creates a more of a 'destination' for people to go to for everything car related where combined it employs more then a couple dozen people and offering them skills as well as employment.
this then attracts a coffee shop and a fuel station and so on. and eventually it becomes a business village

thats what will help a community.
