Might be a good idea to contact the local moderators for clarification since most English speaking moderators will ignore these sort of reports due to language difficulties. Addressing local moderators is useless, because they do not have the necessary authority to resolve such issues (in particular, moderators of the Russian section). And there's no point in applying because, like you said: "most English speaking moderators will ignore these sort of reports due to language difficulties."
