so you should change the thread title because your problem is not about emails and addiction, your problem is about new account you created after receiving emails and your new account was blocked with funds.
No, locking the second account is not the problem here because they locked it after he informed them about it.

is there any rule that prohibits people who are addicted after self-closing account cannot come back later to create a new account?
According to the self-exclusion terms, an excluded user must not create a new account or use any of his alternative accounts.
You should not attempt or proceed to open any new accounts during your self-exclusion period, or indefinitely if a permanent self-exclusion has been selected.
If the casino finds out you creayed a new account they will lock it immediately.

how would stake.com know that your addiction is gone? would you be able to prove it for them to unlock your account?
They don't. But when you request to be excluded you can choose for how long this exclusion shall remain ( 1 month, six months... or permanently).

now I don't understand what exactly OP wants stake.com to do? That's what I want to understand, I'm reading several posts but so far I can't understand what the OP wants? Does anyone understand what OP wants?
From his post I understood that his self exclusion from Stake hasn't been done in a perfect manner. There were small mistakes that kept him interested towards gambling as he kept receiving bonus and promotional emails from Stake. Now Stake have given an description regarding the policy for subscribe and unsubscribe of the e-mails. Anyhow here Stake then onwards needs to be very careful in managing such user datas, because these statements can turn to be negative.
