so you should change the thread title because your problem is not about emails and addiction, your problem is about new account you created after receiving emails and your new account was blocked with funds.
No, locking the second account is not the problem here because they locked it after he informed them about it.

is there any rule that prohibits people who are addicted after self-closing account cannot come back later to create a new account?
According to the self-exclusion terms, an excluded user must not create a new account or use any of his alternative accounts.
You should not attempt or proceed to open any new accounts during your self-exclusion period, or indefinitely if a permanent self-exclusion has been selected.
If the casino finds out you creayed a new account they will lock it immediately.

how would stake.com know that your addiction is gone? would you be able to prove it for them to unlock your account?
They don't. But when you request to be excluded you can choose for how long this exclusion shall remain ( 1 month, six months... or permanently).

now I don't understand what exactly OP wants stake.com to do? That's what I want to understand, I'm reading several posts but so far I can't understand what the OP wants? Does anyone understand what OP wants?
He wants that Stake wont be already sending out those promotional emails that might poke up again on his gambling addiction but since
he hadnt able to get on what he do like for Stakes response then he do whine out into the community.

I know that gambling addiction is hard but it would be just common sense that you shouldnt access things on where you could possible
see those in related with gambling things.

He do make out this issue to be this big but actually its not really needed or having no point.
You are saying this isn't a big issue, however I am sure other casino's/regulators will view this from another standpoint. Other casino's will never send you promotional material after they excluded your account for problem gambling. And if they do, they are the ones who failed to take responsibility. It might be a small mistake, however, can we take their words for it? What if they did this with more problem gamblers?
