This is a very common practice when test tasks are not paid at all. If the result satisfied or partially satisfied, then it would be possible to pay.  But you do spend a lot of time doing a test task. But companies can also understand that the selection of candidates also takes a huge amount of time. I was engaged in recruitment myself and I understand how difficult it is, especially a lot of work with documents.
