I would suggest that everyone who breaks beyond the 6000 merits be assigned the title of the highest rank, for example, Admiral or Generalissimo.
If there's ever a new Rank, I doubt it will be based on Merit only. It's been discussed before:

-I vote for the name Legend. It's simple, and makes Legendary look a bit like "Legend-ish", while Legend sounds like "the real thing".
-It should probably require at least 2000 Activity and 2000 Merit.
