I will repeat this one more time: if the person was a victim of these scammers and has evidence then they should open a scam accusation, create a flag and leave negative feedback on the scammers account. I know few are DT members but you don't need to wait for DT member to leave negative feedback on the scammers account, if the scammers have a lot of negative feedbacks there will come a time when we just report this site to the admin that I think he will take action

I don't think that raising flag and putting negative trust for the account will still function here, looking at the OP's trust page with more than 20 Negative tags? do we really think that this will still matter ?
these scammers are immune and won't be affected by how many trust in negative, even thousand tags will not change anything that this scam site will be there forever unless Mod will act against this like what they did in Yobit site before.
