No Dex has kyc requirements, this only one which is not yet created but written in its white paper should not be considered as Dex because it requires kyc and there will be control to certain extent, so it will not be Dex in my opinion.

Dex like https://bisq.wiki/Payment_methods, https://localcryptos.com/, https://hodlhodl.com/ or any other fully decentralized exchange will require no kyc and not centrally controlled in anyway.
