Seems like that there has been multiple reports in recent months about Stake not enforcing their voluntary self-exclusion principles.

Honestly, I think that at least some blame has to be attributed to the platform themselves. It's simply not good business practice to allow these loopholes/errors within their operations to happen, especially when they know they are dealing with problem gamblers.

But at the same time, it's not completely their fault given that anyone could realistically open a new account and start afresh on the platform. So it's really a mixed bag.
