I am confused about some Decentralized Exchange (DEX) that got some location restrictions, how does it become a Decentralized Exchange (DEX) if there is a restriction?
For example, I read about dYdX DEX which is one of the famous Decentralized Exchange (DEX),

If you visit their terms of use page, first you will see is location restricted from United States people - https://dydx.exchange/terms
