Exactly. Trust is hardly built with licenses (especially not with gambling licenses that can be bought for a pittance) but with deeds. A casino that behaves "correctly" over the years and treats its customers correctly deserves trust and respect, even if it had no license.
If a casino fulfills both and the license comes from a trustworthy country, then that is of course the non-plus-ultra.
