If you have the same video card, then download the BIOS firmware from it and replace the BIOS on the problematic video card. But always keep backups.
The RTX 2070 is perfectly flashed with the nvflash64 utility, and the BIOS can be used from a similar video card. But keep the original one to establish a warranty call.

Unfortunately among my other gpus I don't have another one exactly the same. I'll try and see if I can download its firmware from the internet.
I don't have experience in flashing gpus. Do you have some tutorial to suggest?

I only used 2 commands
nvflash64 -b backup.rom  
This is a safe command

nvflash64 -6 newbios.rom

I didn't need this command
nvflash64 --protectoff

One last question: on techpowerup.com there isn't my gainward gpu firmware, but there are others from different brands very similar.

They both are dual fan RTX 2070 with 8-pin power port.
Do you think this EVGA firmware is going to be ok on my gainward model?
