Indeed, obviously this account feels too entitled to follow the rules of this forum. 
It's a disgrace to every quality poster providing good content that people like @thandie keep abusing the rules.
I do not speak German to get into the essence of what is happening, and I did not delve into the report two weeks ago, but the above-mentioned report will not lead to a ban since the author unambiguously stated the authorship of another person. People have to follow the rules and this Account is violating Plagiarism policy deliberately and repeatedly, especially recently where he is also harassing Newbies in addition and he shows a lack of interest to follow the rules. He has not linked the original source of the article and that's expecially a deliberate offense because it's easy to do. Just imagine he has just copied it from there but didn't post the link. We can't read the context from his source as he hasn't provided a link where he copied it from.
Moreover, it's common sense to use Bitcointalk's internal quote function:

Yes, posting Standards have gone done recently but that's not how it should be.
