It kinda did. But the instructions were this:To vote for you favourite nominees, simply their username on the thread.
I assume the word "post" is missing. Then my next assumption would be that all naminations would count as votes too.So there's a tie between n0nce with 1 vote, and the thread starter with 1 vote
