It's not about  ETH networks being congested, it's just that they can't solve the problem even there's already an algorithm deployed to somehow minimize and reduced the transaction fees.

Even you will know the exact reason for it, it won't help. We can't expect to see cheap fees soon.

Better try alternatives rather than complain.
