Ok. I am back to update the status.
From my orders of 10 items from sushi-review during March 2-4, I received first 2 in a couple of days, and 5 of them on Mar 14, and got full refund of missing 3 items on Mar 26.

Bottom line: I would not consider him a scam, although I do not think I want to face this kind of uncertainty again.
