Palit and gainward are good cards. it also depends on models like asus expedition models they are bad but strix good. msi armors not so good on cooling but gamingx is good it all depends what model you are buying.
Palit dual not so good but jetstreams gamerock are good.
Worst card is inno3d all of them.
No wonder, I have a 3070ti from MSI which is the gaming X trio version this card does 61mh on Ethereum and the cooling is awesome, getting 54°C temp and 78°C on mem temp while others are showing 80+°C on vram temp
