I will try to be very flexible and make a few exceptions to the rules (for example, if the user gets 50 merit after they voted).
I would have expected the opposite to avoid abuse. I'm just thinking I have enough sMerit to send 50 Merit to at least 30 users who vote in my favour 
Is it the reason you store lots of personal merit? I know 120 mBTC, exclusive collectible and VIP tour are very tempting
