When it comes to "bounty managers", I expect the most active one to get most votes, while the campaign manager who rejects spammers won't be loved. Then again, bounty spammers usually don't have Merit so they can't vote.
Similar situation with the moderators. There's plenty of moderators which are putting one else of a shift in behind the scenes, but aren't publicly participating in discussions with the community, which means they miss out on the votes. So, naturally users gravitate towards the more vocal moderators. It would be a better measurement if theymos released the amount of actions moderators have taken in x amount of days, though I doubt that'll happen.
do not forget that there are not so many managers on the forum, so the category you actually proposed would exist for one or two people, [just read the description and you will understand that there is no need for an additional category].
Technically, I'd probably argue the same for the "Miss Bitcointalk" since most users will likely be secretive of this gender or could be faking it since it seems the internet age has encouraged that sort of behaviour. I'll probably be leaving that one blank when it comes to voting.
