There might be a simpler explanation. Someone may have set up a bumping bot and forgotten about it.
While I don't know too much about it, I suspect something like that is possible.
For example, this is from ICObench, probably the most popular ICO tracking site. As you can see, they track social media platforms, and among them you can find bitcointalk. Only newbies care about ICObench rating but then again, that's their target audience.
