You are so bad at math that I wonder how it's possible that you managed any campaigns in your life.
I never said that we should tag everyone (99%), or that we should look only at merits, but some things are obvious if you want to look, or you can just be lazy and don't care at all.
If you have repeated cases of multipole abuses in your campaigns than something is seriously wrong, and you need to make some changes.
Some managers decided to create their own campaign and pay anyone who catches cheaters.
This is much better than pretending that everyone is innocent, and claiming that you have some individual principles....
