I have a question what is the difference between accessing the website and use the casino product? Does this means the first country list which can't use the website but can still use the casino product? What's the casino product you're referring?
If it's supposed doesn't have any difference either first list country and the second list, I wonder why you need to separate them.

Today i can see the site, but i can`t register it seems that my proxy changed country and now i`m in the second list. That`s why they are separated(my opinion). When i`m in the first list - i have no access to site and when i`m in the second list - i can visit site, explore it, but can`t register.
