in theory it is possible, but international criminals like this will not easily escape from law enforcement pursuit. he may escape in those country but once his identity is known he will be hunted and extradited in any country and the jail bars are waiting.
the hacker isn't that stupid, if possible he will withdraw anonymously, and the problem is he has difficulty withdrawing because no one accepts transactions from blacklisted wallets.
