OP isn't looking for legal, he is looking for legit mixer. Legal and legit are fully different. If there is a legal Bitcoin Mixer then it will more worst and I don't think any legal authority will give a certificate to run Bitcoin Mixer.
Imagine authorities running a mixer to identify their so called criminals, that will be a disaster to any users who fan of using mixers.
If their goal is identify criminal, i doubt they would say their mixer is legal or make official announcement that certain mixer service is legal.
