Yeah, retargetting is as slow as for Litecoin.
If the dev is gonna change it, I would rather go for DGW (Dark Gravity Well) or DigiShields, both are superior to KGW. Maybe the devs of Digibyte or Darkcoin can help out.

But Nekomata is the only one who can possibly contact the dev^^

PS: Even CPUs are able to mine tons of coins at the moment.
