There are also such legal constructions built around the verification procedures, such as "you will have to pass KYC. if necessary, or KYC is required only in exceptional cases, etc."  All this is definitely slyness and deceit.  And you must immediately be prepared that KYC will have to be performed.  But, I think the lawyers wrote this way so that a person who does not want to introduce himself, but wants to remain anonymous, would have as little suspicion as possible that in the event of a withdrawal of the winnings, he would receive money and remain anonymous. 
But, I think experienced players know all these tricks on the part of lawyers and are ready to say goodbye to anonymity.
