Yes, of course, we should understand that it is not easy to create new software with maybe a new impression and interest in the casino world. especially now, we can find so many competitors related to gambling platforms. So maybe their team is really planning it carefully.
Yes, software development takes time and it's a tough and long process for it to be at least nearly perfect. Although there's no perfect software and there would some tests being run on it which is the basic part of the process.

Regarding the funds that are still on their platform, in fact, they have given an announcement about the withdrawal time, but indeed the time is so fast.
And maybe waiting for their platform to be ready and they are active again in customer service so that they can provide solutions to all users in the past.
I've seen the same happening in other casinos that they've announced their closure and they've give a notice for everyone to withdraw. But, there were still some users that left unaware of it because they're no longer active on that casino for a long time. And they've only checked it a few times and by checking it, they've missed the given period of withdrawal.
