The reason for the amount of preparatory work I requested is that this application is quite comprehensive, requiring 1-2 hours of meticulous preparation. Of course, I demand a small amount of payment for this 1-2 hours of work. In addition, if there are various deficiencies of the project during this process, I ensure that these are also resolved.

Again during this process, we are working in close contact with the project owner.

If the project application is rejected, why was this low payment for my time and effort inconvenient?

I may be a new account, but that doesn't mean the new accounts are insecure. Just as it does not indicate that old accounts that are "easy to buy" are unreliable.
