OP makes a typical mistake when trying to get amnesty. Instead of fully admitting his mistakes, he begins to make excuses, tell some facts that do not change anything at all and shift part of the responsibility onto others. Why wasn’t he notified, why didn’t they write to him, why didn’t they warn him, why didn’t they help him, etc.
Why build such an aggressive line of defense, just admit that you were wrong and that's all, wait for the decision of the globals. They make things worse for themselves.
