The US sanctions will be pointed towards the oligarchs,who are close to Putin.
They will most likely repeat and supplement the sanctions,that were imposed back in 2014,when Russia invaded Crimea.
The Russian companies will be banned from going business in the USA and holding any funds in US bank accounts.The EU might impose the same sanctions as well.Perhaps some rich Russians will be kicked out of the western world and they won't be allowed to visit western countries anymore.
I don't think that any western country would stop Russia from exporting oil,natural gas,metals and raw materials.
