Cricket is very different then Football. There are 100 strong football teams worldwide while in cricket we hardly have 10 teams that are capable of playing test. ICC has done its part in elimination of cricket from countries like Zim and Kenya who once have decent cricket teams.
Its board who give recognition to players by including them in national squad and from there they are picked by league's. IPL always picks players from national teams of different countries they never pick domestic players of foreign countries. Boards have the right to allow or not for IPL or anyother league.
Surely cricket is completely different from soccer, and we have not market like soccer but still I will blame ICC for this all because they completely fail even now they have very good chance with short formats that they can spread this and have very good results but sadly due to internal issues they are not working about this even now we are losing teams from these 10 teams as well.
Few crises in South Africa and Zimbabwe with West Indies is already out of cricket with their domestic issues and very few teams are capable for providing good quality game because mostly others have no good structure for this. Cricket is currently having some better future in Asian Sub-continent and Australia New Zealand regions, all others are on verge of losing their grip.
