I believe Dubai is already the world's first city built on a blockchain.  Any city could potentially be the crypto capital of the world given that they have enough infrastructure built as well as a few large companies and exchanges that pioneer a decentralized crypto movement.

Malta would be considered a strong place for crypto related growth in the future as many popular exchanges are already based there.
