How can we blame ICC because they are not getting popular among nations that are not even taking the sport seriously. If you need to attract the best talents, you need to have the incentives to play the game, if not good athletes will find a sport that will give the financial freedom. With T20 leagues getting popular we might see talents from countries that are not popular with the game and for the game to get more attention it should be included in the Olympics, if so we can see a major change.
ICC is supreme authority in Cricket, and they need to do some work for bringing more nations into this community with the help of other countries, but sadly right now they are involved in politics more than game, so it's a big concern right now for this all.
As currently short format is developing with many non cricket playing nations they need to do some marketing which bring better progress now recently we have some positive announcement about cricket in Olympics but still it's not easy and will take some good time because many countries have no facilities for game which is a problem and now recently Indian Board announces they will not send their cricket team in Asian games which is also another issue many countries never take this serious due to their own politics.
