This is bad, really bad for the casino if the hot wallet is having enough funds but doesn't support large withdrawals and only allowing small withdrawal and forcing the people to pay x times of withdrawal fee then no one is going to trust them. I think you should create a thread about this in particular to hear out what is community think about such activities.
It's ok that this issue is confined on this thread or create a thread in the gambling section the complainant got his money although not in a way he expected it will not qualify into a scam report to create a thread like this if he still did not get his money within 3 to 4 days then it's qualified to be in the scam section, they should address this issue asap I wonder is it only on one account or there are many complainants but don't want to post here.
It may not fall under scam but definitely something will damage their reputation or even can be fall under selective scamming method just for the consideration though. Even people who was sick to die may recovered in this time frame so I guess something is happening apart from his health or else he may shown up here and let all these things to be solved in no time.
