Paper wallets do not have to be created the traditional way, with a non custodian wallet software and an airgapped device, you can create a paper wallet which would be completely offline and back it up in a secure location or preferably multiple locations, with the private keys and/or seed phrase written on paper or any other durable material.
Total security for me with a Paper wallet looks like this: Old personal computer (with an old CD of Windows/Linux) with old printer and old keyboard/mouse, no antivirus, no internet connection.
For the maximum security, I would use as old gadgets and operational system as possible. I don't think that 2020's Printer will be secure even without internet connection. Maybe this sounds like a comment from Paranoid person but no!
