Common knowledge in the Silicon industry. Ask any vendor about TSMC 20nm cycle time.
Dig around, it's easy to find.
If we are talking industry standards (rather than just dropping a number and providing nothing to back it up), vendors would say:
"Also, if you think about 28nm, the time from tapeout to sample is three to four months." (

So if 3-4 months is actually 8 weeks, does that means 4-5 months is actually 10 weeks?
