Actually, I am running Tor 0.4.6.9 (recommended) and I get `tor: Add onion failed; error code 513`.
If you read whole thread, @NotATether said error code 513 refer to "syntax error in configuration values". You'll need to check your tor configuration (usually on
/etc/tor/torrc) to see any typo.

OP never update this thread, so we don't know whether the problem is solved or how he managed to solved the problem.
Eventually, it seems there is an incompatibility between Tor v2 and v3 addresses depending on the versions of Tor and bitcoind and Bitcoin Core so when you update Tor you need newer Tor v3 addresses, and when you update Bitcoin you need newer Tor. I am running bitcoins v0.18.1 (stable Bitcoin) and it is running fine with Tor 0.4.6.9 (recommended). I had a lot of Tor v2 addresses in my `-addnode` list.
