No, You can't, Bitcoin is decentralized so even if you or a group of people manipulate it, There's always a chance that someone will not follow your standard and will still based on fiat. No business will gonna implement and accepts it because its too risky. Most of the Bitcoin holder nowadays are just holding because of its profitability. Its very hard to control on buying and selling an item using a manipulated price standard. Trust no one is the common knowledge in anonymous world.
