Would you like to define what Ponzi games exactly according to you. You said "a ponzi would not be a ponzi unless the owner steal the money of the investors." IMHO A ponzi is more then using someone else's money to pay someone The term you are referring to " the woner steal the money "  is called SCAM it has nothing to do with calling it ponzi..!
and one more thing..! the economy of this planet is a ponzi..! Just money cycling from one hands to another if you look at bigger picture.
