It's how blockchain work when it's not getting flooded with so many spam transactions. That's happening when the block was calculating if there was less transaction in the network. These transactions are putting low fees and network was taking it as the new standard to be used as average gas fees for all of new transactions that are coming to the network. that's why the transction is very cheap these days.
