Because of the way we handle writes to the ledger, the strictly technical cost of writes is essentially zero and we don't have to offer uniform fees per user.
Up to some reasonable threshold of usage most users won't have to pay anything. After that fees should basically stop spam and price in other externalities (growth of the ledger etc).
