Even if this is not a scam, Puppy coin, as meme coin is late for half a year, if not than for a year. Animal related altcoins are no longer interested for people. I bet this never be listed on any reputed CEX. I just cant tell any reason why would anyone should mine it.

It might a nice testing project for developer. He can test his skills with it. Add it in his portfolio. Why not? We will be like free testers. But this is definitely not a project to earn.
