Just by looking at these accounts i think there is serious merit abuse between these members in the local board
If you will notice they are mostly involved in merting each other. They could be a single person or a family.

As per your knowledge, there is no restriction in giving merits to the same account multiple times. Your evidence are insufficient to prove anything here other than creating a drama out of nowhere.
