If he/she is an exact scammer, it means that you're right, scammers will do anything to scam the victims, to ensure that they are real and not scammers. This may be one of the ways how they work. But, this is only probability. related to he is an Indonesia originally or not, it may be also a part of how they work. they may be disguised as anyone and any person, especially nowadays there are many tools and assistance to support their disguise.
But, aside from he is scammer or not, I do agree with these:
1. Send the amount back to the person by researching more about him or ask him for his ID verification or video verification if he wants the money back
2. Donate the amount to charity
The money is not yours, so If I were you, I will not keep the money to myself.
